It’s both. For almost any other comic, it’s the latter. For Watchmen, while it’s a big enough icon to probably take it, but will just provoke a “fuck off” from folks who read it.

On a related note, the way Churchill refers to the Axis as a criminal enterprise, rather than legitimate state leadership, is a key rhetorical turn separating people from those (allegedly) representing them. He consistently calls them thugs, gangsters, murderers, etc (which they were).

it’s a shame that Winston Churchill was such a horrible person because “We shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields and in the streets, we shall fight in the hills; we shall never surrender” is some banger rallying-the-troops wording
