Kathryn’s written about the report on ADMs before, but it floors me every time I see it. I’ve worked in a policy branch (3-400 people in a department of 3-4000 people) that had one EX-05 and two EX-04s; that’s nearly the entire recommended complement of ADMs for the whole department of that size!!

It would happen no matter what. The US President is basically a Roomba. When he runs into opposition he turns and starts devouring in another direction. Sooner or later he always circles back, though.
