Notwithstanding she provides no specific evidence of funding (and that Minnesota is especially intense) protesters against ICE have, in fact, been a consistent presence all over the country.

Well yes, but that is a general description of what LEOs can’t do. No one can legally arrested by anyone unless they broke the law.
Saying that immigration officers are trumping up charges against citizens is different than saying that ICE can’t arrest citizens, is my point.

In Friday's preliminary injunction — storage.courtlistener.com/recap/gov.us... — order and opinion out of Minnesota, this paragraph stuck out to me. For reasons.

protect a right to observe law enforcement officers, which it is not inherently expressive

I’ve seen a lot going around about these cells reserved for US citizens, and it’s worth reminding people that ICE officers (and immigration officers in general) do in fact have legal authority to arrest US citizens for any felonies or “offenses against the United States” witnessed by an officer.
Missed this a few days ago:
Two U.S. citizens grabbed by ICE say there were cells reserved for Americans.
Also, they weren’t given medical attention or allowed to go to the bathroom.
