The framing of 'returning' makes it sound like racism is some kind of freestanding force, as if it were not produced through human communication. Maybe if Starmer is concerned about racism 'returning' he should avoid e.g. calling the UK an "island of strangers".

He is not impartial or neutral. The government should remove him from the Board immediately to protect the BBC's independence.
