The key to understanding NIMBY logic is you start with the conclusion of not changing the rules to build new housing and then work backwards to come up with a reason to justify this depending on what audience you're pitching to.

The UK seems like a supercharged version of the politics of housing in LA where a lot of electeds will do anything, up to including seances, other than actually build more housing, because that is seen as just something utterly beyond the pale.
this is the core of my Starmer/Labour complaint -- not what's analogous to the US but what isn't

the UK is a country in truly dire straits, an economy that has barely grown for 20 years

Labour needed to take drastic action and they had five years of runway to see it take root
