Games v T2 opposition since the last men's World Cup:

England- 1
Wales- 1
France- 1
Ireland- 3
Italy- 3
Scotland- 9

Scotland have played the same number of games v T2 opposition as the rest of the Six Nations put together.
Both things can be true: There's not nearly enough games between T1 and T2 teams, and Scotland play way too many.

The 6 Nations and Rugby Championship are uniquely appealing for small team comps, the women's RWC is in the top 20 biggest international sports comps, and the men's is getting bigger!
