WA wildlife officials just announced a one-day fishery for hooligans (smelt) on Wed. 2/18. Last year, the coveted hooligans--sometimes called "savior fish"--mysteriously failed to appear for weeks before eventually showing up in Oregon. www.kuow.org/stories/the-...
