I think what certain people mean by "depth" in villain characters is specifically that they have redeeming qualities. That's why they complain about characters who've (allegedly) committed unforgivable crimes being fleshed out despite *asking* for it.

"Why can't I wish harm on this fictional character I hate?" because when you're adamant on fiction affecting reality on a 1:1 basis, it becomes a thinly veiled threat towards that character's fans as well. Some people openly extrapolate it to wishing harm on them, so it's not just hyperbole.
Antis do this thing where they shame and/or threaten fans of a disliked character for existing, and when they get pushback they complain they aren’t being allowed to dislike the character themselves.
Note that I’ve usually been very specific about criticizing fan behavior.
