Almost all of the “local programs” threatened with cuts here are workforce development programs aimed at training people in jobs and skills that are in demand.
Exactly the programs employers say they want.
Oh, and many of them are earmarks for senators and house members.

As I've been sharing for a few months, Minnesota has been doing really interesting things with higher ed policy that I think would be useful both in the short term and in a longer term shift to reorienting higher ed back to being a public good
Yes & there's a better relationship (the bar is in hell) with the regional public institutions as compared to other states. Then you add on that they introduced affordable tuition policies with extra funding. Why I highlighted them in a piece I wrote for Brookings:
