I don't know what this means, but I'm the one who wrote a fully updated, 624-page hurricane response plan at FEMA that took over 2 years of work and careful coordination among state and federal agencies. He could start by studying that.

I met with air traffic controllers at the Aurora control center on 1/30, the day after the American Airlines / helicopter crash. Their biggest concerns were (a) DOGE-threatened layoffs (b) whether any female / minority employee would be blamed and (c) mental health resources...
Duffy on the air traffic control system: "The lights are blinking, the sirens are turning ... what you see in Newark is gonna happen in other places across the country."
