For (most of) us Europeans, a bleedin obvious fact. But rather depressing witnessing the Anglo-Saxon minds being unable (unwilling?) to see it, too.
I am not a lawyer, just a historian, but one fundamental problem with the political debate about the EU, especially in English publications is that the whole principle of the acquis communnitaire is not understood or taken seriously. The EU is a framework of rules, not an alliance.

I know this is obvious when you think about it but we don’t think about it enough: fascists have to cow & persecute decent journalists to prevent them from reporting exactly what they, the fascists, are doing. None of the EU's top 10 biggest countries (nor the EU itself) are due to hold their main elections in 2026.

Given elections every 4-5 years the odds of that happening are around 5% - once every two decades or so.

An absence of electoral pressure should offer a major window for reform in the EU.
