State tax statutes are inevitably an utter mess. But they also inevitably tax nonresidents who work in the state on that portion of their income they earn while working in the state.

TBH, I don't think the rest of the world is prepared for how little weight the USians who are actually responsible for this mess give their sentiments toward the US.
Even now, they really don't care. (And the attitude of deference to the U.S. for decades kind of helped.)
