I’m not an expert in this area—I’m just an insurance law nerd—so I’m not qualified to answer. It’s a great question for Ilan. My main point is that too many people aren’t asking him this but instead attacking his character, intelligence, or good faith.

The sheer contempt she feels for us. All of us! I’ve had to remember that I’m an adult several times trying to write this, and that I shouldn’t say horrible things about anyone, even corrupt oligarchs who overstayed their fucking welcome by decades.

The mistake, of the NYT & everyone else, was in participating in the obvious bad faith lie that this lawless authoritarianism was about saving money & reducing the debt.
