He is Fricolarn the Mad Alchemist. An evil figure who perfrom human experiments. His residence is outside Canzna Purgoi, the city of the Grey Spires.

LORD OF A SHATTERED LAND. Cleverly structured episodic short stories stacked up in book-length tv style "seasons", following an alt-universe Hannibal of Carthage trying to free his enslaved people from alt-universe Romans.
