Holding a lot of power over someone and offering them the choice of No job or Job and we pay you a bit less because we will clone your voice (to pay you less), isn’t exactly the definition of gaining consent.
Just because some voices have agreed to their voice being fed into AI for a specific project, does not necessarily make it OK.
Actors have been routinely asked to agree to things that undermine their earning power for decades, it’s a highly competitive market and the reason unions are important.

They'll never be able to fully ban this care. There will always be providers willing to provide it like abortion. Even without access to providers, many trans youth will simply go DIY like trans folks have done for decades. They're not actually banning this care, they're making it less safe.
