Labor could be doing the right thing and increasing payments so that 2.5m people in this country are not living in poverty. They could be following the Robodebt Royal Commission and putting in a 6yr limit on debt recoveries. Instead, its more criminalising welfare recipients.

"Labor’s plan to cancel the welfare benefits of people accused of serious violence or sexual offences has come under fire by more than 100 academic and legal experts.
“This represents a dangerous departure from fundamental legal principles that underpin Australia’s social security and criminal justice systems,” the 116 signatories wrote in the letter to be tabled by independent Senator Lidia Thorpe in parliament on Monday.
The so-called Schedule 5 amendment was quietly tacked onto an unrelated bill previously introduced by Social Services Tanya Plibersek in late October with no announcement or prior notice by the government."

Australia’s job market is locking out people who most need a chance to work, Anglicare Australia’s annual Jobs Availability Snapshot has revealed.

The Snapshot measures how many jobs are available for people who don’t have qualifications or recent experience.

It finds that:

For every entry-level vacancy, there are 39 people on the JobSeeker payment.

Of those, 25 have barriers to work. This is the highest ratio ever recorded by the Snapshot.

Entry-level jobs now make up just 11% of all vacancies. This is their lowest share in a decade.

Anglicare Australia executive director, Kasy Chambers, said:

All of this shows that people are being failed by a system that treats unemployment as a personal fault instead of a policy failure.

Taxpayers are spending billions of dollars on private employment providers whose business model depends on compliance and punishment. They profit whether or not people find work. Meanwhile, people are stuck in endless appointments and meaningless activities – all while competing for jobs that simply aren’t there.

It’s time to end this failed experiment. The for-profit model has been running for over 20 years, and long-term unemployment has only grown.

NEW: I have obtained, under FOI, a secret Department report that initially recommended the Targeted Compliance Framework - aka, the unlawful "mutual obligations" scheme

It reveals that, like Robodebt, they recklessly built this thing to punish "entitled" frauds who never existed

"Other job seekers who fail to meet their requirements are not interested in finding work, either
because they have other sources of undeclared income or because they see their payments as an
entitlement for which they should not have to do anything in return. For these job seekers, strong
penalties are required to send a clear message that those who are unwilling to meet their mutual
obligation requirements will not receive income support.
Based on these findings, a new compliance system is proposed that will address the weaknesses of
the current model and deliver the objectives of this review. This new framework will include:
• Greater autonomy and emphasis on personal responsibility for most job seekers.
• Better identification of factors impacting job seeker capability before penalties are applied.
• Targeting of significantly tougher compliance penalties at job seekers who have
demonstrated they are not genuine in meeting their requirements.
• Greater simplicity through more consistency in the design and application of compliance
rules for different types of failures

Recommendation 1: Targeted Compliance Framework
The new approach will be based around a targeted compliance framework which consists of two
phases – a personal responsibility phase for the majority of job seekers who generally meet their
requirements and an intensive compliance phase which will apply strong penalties to persistently
non-compliant job seekers. The system will be bolstered by new technologies to assist job seekers in
monitoring their requirements, and multiple interventions to identify when factors impacting the job
seekers ability to comply or inappropriate requirements may be preventing a genuine job seeker
from meeting their requirements."

if you are wondering what the fight over hospital and NDIS funding between the states and the commonwealth is all about, it is this. they were promised 45% two years ago, offer now is reportedly closer to 35%. they need to make a deal in time for next budget
