It's that private sector pensions are not generally funded at a high enough rate to ensure a reasonable standard of living in retirement.
This is a social crisis in the making 20/30 years from now...
but if it ever reaches ministers’ desks it seems unlikely to go ahead
1) huge billions cost upfront
2) the politics of giving big pay rise to public sector
