The bill does not mention Medicaid directly, it sets a goal of at least $2 trillion/CUTS to mandatory federal $, ie; funding of programs-SS & Medicare.

Before it's too late a reminder that none of what's happening is being done by "Trump." It's being done by Republicans.

It's Republicans who blocked Trump from an impeachment conviction. It's Republicans who nominated Trump to be president. It's Republicans who declared him to have total immunity.
