The existence of a Gallifreyan diaspora is the kind of thing that would work really well in a NuNuWho rework in 20 years time. Refresh the setting again, introduce the diaspora and make it overtly a space opera where the Doctor has to split his time between Earth and protecting Gallifreyan outposts.

I would say that I still prefer it to his nunuWho theme, which really just seems to be a mash up of his nuWho greatest hits. As I said earlier, he seems to have run out of ideas by this point, and sadly has not had many more since...

I mean, I can totally get the nunuWho era being given a more positive start, without the previous uncertainties of "what's this regeneration going to be like", I can see that making sense from a marketing and relaunch perspective. New start, no baggage! But it just doesn't work dramatically.
