Taxing the golf course, too, would amount to double taxation, he says. ' The golf course is an amenity, just like a lake," said Jonson, whose firm also is handling a similar appeal for the Sahalee Golf Club, near Redmond. ''The houses are taxed on the basis of an amenity." The land, Jonson argues, is worth nothing because it is unsuitable for residential development. Access from Broadmoor's private streets would pose a problem, and part of the land can't be developed because it is protected under the Shorelines Management Act, Jonson said. Jonson says the golf club should be taxed only on the value of its clubhouse and other buildings, which it says are worth $240,000. He pointed out that depending on the method of assessment, the property could be worth between $240,000 and $1.5 million. According to Jonson, the golf course had been valued at $1.5 million until the assessor raised the value to $2 million in 1982. Broadmoor appealed the decision to the King County Board of Equalization and lost. It now is appealing to the state Board of Tax Appeals, where the case is expected to be heard sometime next year. Arguing that the value of the golf course was completely reflected in the value of surrounding land, Jonson noted that the average value of a lot on the fairway is $105,000, while non-fairway lots have an average value of $70,000. The golf course surrounds the approximately 300 homes in the fenced development on three sides. Buildings on the property include a pro shop, a storage building for golf bags and electric golf carts and equipment buildings. Broadmoor argues the buildings are worth no more than $240,000, because they would have "little if any value if the property" could be developed for residential purposes. King County Assessor Ruthe Ridder doesn't accept any part of Jonson's arguments, however. ''Obviously, we believe there is value and will continue to hold that," she said.
