I guess the question are: are they systemic and is the moral hazard between the insurers/the policyholders the same as between banks/depositors? Is there such a thing as an insurance policy guarantee scheme in the same way there is for depositors?

I will say again--the only "advantage" to Medicare Advantage plans is to the insurance company. Those plans are obtained through for-profit insurers; how can they afford to pay their CEOs 7 and 8-figure compensation? By denying coverage to policyholders.
Stick with original Medicare.
