Yes, the water itself holds onto things. Lakes hold memories because the water witnessed them. So if it were emptied and refilled with new water, it would have to start all over again. Water (and what it contains) can be added like adding a book to a library shelf. Or be taken away just the same.

There's also the idea that the trees and other plants could hold that water and power for a little while if they drank it. Or it turns into rain, which would return all that power to the natural cycle and spread it out. So magic would get stronger/do strange new things wherever the rain fell.

Interesting question!
I think so, depending on what happened to the water inside. If it went off to join streams and rivers it would still exist but get dispersed and diluted, so the lake's contents would eventually be lost in time. If some managed to make a new lake or pond, it could be preserved.
