being responsible for vetting the individuals entrusted with most critical aspects of attempting to retain the mirage of a state’s monopoly on violence is a great way to make sure a vassal state persists when there is in actually a duopoly on violence in that state.
It helps to understand that much of why Mexico has managed to stay out of Trump's gorgon stare is that Mexico is increasingly re-taking the position of a vassal state, as was the older relationship between the two countries (to varying and extreme degrees) from the revolution to the 80s.

Most security theory is a guy who looks like Thomas Schelling doing the “playing with his dolls again” scene from Spaceballs but the dolls are Thucydides and Clausewitz. And everyone else present is either too uncomfortable to say anything or too dim to know they should say something.
