Better Business Bureau. They help mediate issues between businesses and customers (as well as some other things). They reached out to PayPal on my behalf and put me in touch w an actual person and not a pointless chat bot. A person who could actually do something, too.

Don't let them scare you. If you want something, buy it. As long as it's all legal and above board (It's unlikely to be otherwise, as it's a massive prudish overreach), they cannot lord over anyone. If they even dare, try the BBB as suggested below. 🖤
Oh my gosh, getting in touch with the BBB WORKED. PayPal is restoring my account and I should have access to my money again.
