Spurs of inspiration can only get you so far. Some days, many days, it’s your job and you have to get it done, so you need to learn to sit and work relying only on your skill and experience. Slow/boring days are normal and don’t mean you’re less of an artist for not “feeling it” all the time.

I cannot stress this enough: this is not possible

in a literal technological sense: you cannot train an AI and expect even comprehensible results with under ~1 million pieces of data, nobody can supply all that with the variance needed. You can only achieve it through wanton scraping
