It applies to civilians who have not been charged, tried, or convicted of any crime, and embeds electronic tagging into Israel’s system of military rule. The measure allows authorities to force individuals to wear or carry monitoring devices and criminalizes tampering. Israel’s defense minister Israel Katz has explicitly excluded Jewish settlers in the West Bank from the order. It was issued with coordination between the Israel Defense Forces, Israel Security Agency, Israel Police, the Ministry of Justice, and the military’s legal authorities for the West Bank. The move aligns with what journalist and filmmaker Antony Loewenstein describes as Israel’s “Palestine Laboratory.” In his work, Loewenstein argues that Israel exports not only weapons, but a model for controlling “difficult populations”—a comprehensive system combining military force, mass surveillance technology, and spatial control. 🚨 REPORT: Israeli Violations Killing ~6 Palestinians and Wounding 15 Every Day for Last 73 Days of “Ceasefire” Since the ceasefire took effect on Oct. 10, 2025, Gaza’s Media Office says Israeli forces have carried out 875 violations in 73 days, killing 411 Palestinians and injuring 1,112 others. ⭕️ Documented violations include: ➤ 265 incidents of direct gunfire at civilians ➤ 421 bombardment and targeting attacks on homes and unarmed people ➤ 150 demolitions of homes and civilian structures ➤ 49 military incursions into residential areas ➤ 45 unlawful arrests ⭕️ Humanitarian obligations ignored: ➤ 17,819 aid trucks entered Gaza, out of 43,800 required ➤ Average of 244 trucks/day, versus 600 agreed (41% compliance) ➤ Fuel deliveries: 394 trucks out of 3,650 required (10% compliance) ➤ Hospitals, bakeries, water, and sanitation systems pushed to near paralysis ⭕️ Shelter crisis worsens as winter sets in: ➤ 46 homes collapsed due to prior bombing and winter storms ➤ 15 people killed under the rubble ➤ 2 children died from extreme cold in displacement tents ➤ 125,000+ tents unusable, affecting 1.5 million displaced people ➤ 3 civilians still missing under collapsed buildings As Gaza enters the “Forty-Day Cold Period,” authorities warn of more preventable deaths unless crossings reopen and shelter materials are allowed in. The Government Media Office says Israel is using the ceasefire to impose coercion, starvation, and collective punishment, and calls on international guarantors and mediators to force full compliance with Trump’s deal immediately. ⭕ *Press Statement No. (1034) Issued by the Government Media Office* ⛔ *After 73 Days: 875 Violations Committed by the Israeli Occupation of the Ceasefire Agreement Resulting in 411 Martyrs and 1,112 Injured, with Warnings of New Deaths as the “Forty-Day Cold Period” Begins* We affirm that the Israeli occupation has continued, since the ceasefire decision entered into force on 10 October 2025 until the evening of Sunday, 21 December 2025 (a period of 73 days), to commit grave and systematic violations of the agreement, constituting a blatant breach of international humanitarian law and a deliberate undermining of the essence of the ceasefire and the provisions of the attached humanitarian protocol. During this period, relevant government bodies documented 875 violations of the agreement, detailed as follows: • 265 incidents of direct gunfire targeting civilians. • 49 incursions by military vehicles into residential areas. • 421 bombardment and targeting attacks against unarmed civilians and their homes. • 150 acts of demolition and destruction of homes, institutions, and civilian buildings. These systematic violations resulted in the killing of 411 civilians, the injury of 1,112 others, and 45 cases of unlawful arrest carried out by Israeli occupation forces. On the humanitarian front, the occupation has continued to evade its obligations under the agreement and the humanitarian protocol, failing to meet the minimum agreed quantities of aid. Only 17,819 aid trucks entered the Gaza Strip over 73 days, out of 43,800 trucks that were supposed to enter, with a daily average of 244 trucks instead of the agreed 600 trucks per day, representing a compliance rate of no more than 41%. This has led to continued severe shortages of food, medicine, water, and fuel, further deepening the catastrophic humanitarian crisis in Gaza. Fuel deliveries during the same period amounted to only 394 fuel trucks out of 3,650 trucks that were supposed to enter, with a daily average of 5 trucks instead of 50, reflecting a compliance rate of just 10%. This has left hospitals, bakeries, water and sanitation facilities in a state of near paralysis and has compounded the daily suffering of the civilian population. With regard to the shelter sector, we warn of a deep and unprecedented humanitarian crisis, as the Israeli occupation persists in closing crossings and preventing the entry of tents, mobile homes, caravans, and shelter materials, in flagrant violation of the agreement and international humanitarian law. These arbitrary policies, combined with recent weather depressions, led to the collapse of 46 homes and buildings that had been previously damaged and bombed, resulting in the killing of 15 civilians who were crushed beneath the buildings they had sought refuge in after losing their original homes, in the absence of any safe alternatives. Additionally, two children died from extreme cold inside displacement tents, while more than 125,000 tents have gone out of service and are no longer capable of providing minimum protection for over 1.5 million displaced persons. This comes as Gaza approaches the “Forty-Day Cold Period,” known for its severe and biting cold, raising serious warnings of further deaths among displaced people should this deli…

In the new statement, Al-Qassam accused Israel of monitoring the retrieval of its soldiers’ bodies using drones, then adding those locations to its bombing target list and striking them during “criminal waves of bombardment,” despite the ceasefire. The group said it had adopted “deliberate security deception tactics” during recovery operations “to mislead the enemy and deny it real intelligence” – a move it described as necessary given Israel’s use of surveillance and continued strikes and shelling even under a truce.
