Dylann Roof killed 9 Black people in a church to start a race war but wasn't charged with "terrorism." Luigi Mangione was charged with terrorism for allegedly killing a CEO. Roof's shooting led to Georgia's "domestic terrorism" law, which has only been used against Cop City protesters.
