I'm sure you've thought of this, but if you put them in ebook format I would pay some money. (I thought this even when it was available on the site just for easier reading.)

Affinity was recommended because it makes good use of layers, which can be surprisingly hard to find an app to do. Found it very easy (easier and more intuitive than Photoshop) to do simple things, but I haven't yet pushed it to the harder things.

I use Corel Fusion PDF. I don't know if it will suit your purposes (I don't need much -- mostly just putting together, reordering, and taking apart) but you can get a license on G2A for a couple bucks.
