The presidential system was easily one of the framers’ biggest mistakes.
A parliamentary system, especially with proportional representation, likely would have prevented the far-right from fully capturing the federal government and trying to create a dictator who can’t be removed from office

Article I says Congress makes laws and has power of the purse.
Article II requires POTUS to faithfully execute laws.
Refusing to execute laws so he can usurp Congress’s budgetary authority is unconstitutional.
A self-respecting Congress would do a veto-proof resolution, and if necessary, impeach.
