Poverty is defined based on the "Thrifty Food Plan" grocery estimate & an assumption that poor people spend 1/3 of their income on food. That's ... an interesting choice. Details here:

1. SNAP benefits are based on the poverty definition, which is based on a formula developed in 1963 by economist Mollie Orshansky. She estimated the cost of a minimal diet (now the Thrifty Food Plan—TFP), assumed people spend ⅓ of their $ on food, and multiplied by 3 to define poverty. 2/9
