Absolutely nuts.

Over the past 10yrs, 110,000 new homes were built in the highest risk flood zones ( 1 in 13 of new homes built).
If this trend continues, 115,000 of the gov't's planned 1.5m new homes would also be in the highest-risk flood zones.
