A normal level of common sense suggests that before making a set piece speech on a controversial topic, say immigration, you would run through it making sure you don't end up sounding "a bit" like Enoch Powell.

If you then do come over that way people are entitled to wonder if it was intentional.

The Scottish Parliament has just voted to pass the SNP Government's budget at stage one.

Our budget includes a record £21 billion for the NHS and scraps Labour's two-child cap.

The only parties not to vote for these policies were Labour and the Tories.
