you cannot derive conclusions on any piece of action by "Bluesky" before knowing where it is enforced

it could be any combination of the bsky.app, api.bsky.app, the bsky.network relay, the bsky.network PDSes, or bluesky-social/pds

and you especially should not *doom* before knowing which it is
