Aside from the fact the replay frames shown are too jittery/blurry to say this is a "factual error"... the rule is divorced from the reality of play

So, given the allegations that Tesla sold a car every 2 minutes on the last days of rebates (8600 in 3 days) , Canada should NOT issue the rebates ($43M) until all allegations of fraud have been settled. If fraud perpetrated, the company should be kicked out
