I like those! He wrote some other books set in that area too -- like Condominium, Barrier Island, and The Last One Left (which uses some stuff from the real-life Bluebelle murders). And a weird comedic SF book -- The Girl, the Gold Watch & Everything.

So a lot of Canadians feel the Senate needs to be reformed, or even eliminated. But if the selection process is changed, it could be a way to get people who aren't fixated on politicking and don't need to cater to a base, into public office.

This could be used to level things up for women, visible minorities, people with disabilities -- and other groups that are underrepresented in the House of Commons.
In practice, it's a big temptation for the Prime Minister to recommend people who've done a favour, or are reliable supporters.

Canada's got a situation that could be modified to accommodate this. Our Senators are appointed, rather than being elected. Ideally, people could be selected who are competent but haven't got the temperament or resources to run for public office.

I guess the 1921 Red Ensign would have been the version used in WWII -- but given that most news photos and film footage would have been black and white back then, it's hard to ID just from those sources.
