Staff: "this is one of the few ways municipalities can support businesses"

City of Vancouver and City of Victoria are the only municipalities to take on this program.

But here's what I found most interesting, all the way in the Appendix of the report #2. The part that compares how BC funds E-Comm 911 with other jurisdictions: "BC has no direct provincial oversight for PSAP service delivery and does not impose a levy on cell phone"

Report 2: Tailored specifically to provide the Province advice, with some financial analysis with a recommended framework going forward which is basically to tighten up the pre-existing model of today.
November 10, 2025 at 9:18 PM
There were 2 reports issued.

Report 1: E-Comm has failed to manage itself properly in lil + big ways that have added up, which has led to unpredictable service fee increases that police forces have to bake into their budget asks. The report's recommendations are scathing re: accountability tbh

I just went and added a shitload of stuff back from Appendix A into the budget. We're gonna fight over each one of them. [cue serenity prayer in my head]

Hammond was first to go and immediately said there was nothing he wanted to see added back in.

Gardiner added back in traffic signals!

You can find Appendices A and B here to see what specific programs/services we're now nitpicking over: pub-victoria.escribemeetings.com/Meeting.aspx...

Got it. Citizenry, take note and pre-schedule your advocacy emails in your outbox.

I was more of an expressive person, I'd be hopping in my seat with joy to see housing co-ops proactively discussed by city staff.

[Missed Dell's last question because I wanted to pull this up so folks know wtf the housing continuum is, the thing that keeps getting referenced in this conversation.]

Most common earthquake injuries are from people falling or things falling on people. Thus: DROP, COVER, HOLD ON.

Key takeaway is that there's more proactive work being done as soon as the weather dips, replicating a successful model in other BC municipalities (did I hear Kelowna cited?).

Kim (me) removes Item H1 CMM: Affirming the City’s Enforcement-related Priorities in Collaboration with VicPD. I got questions.

But for now we move onto the 2025 Audit Plan, a report with the audit plan from the City’s external auditor for the 2025 financial statement audit.
