Bellingcat also shows when she was about to go around the stuck SUV, she gets cut off. She didn't want to be part of the convoy, so she stopped, hence waving them on.

She's making a 3-point turn, to get past ICE, in order to leave.
IF she was actually driving with malicious intent, there's no reason for her to BACK UP, with the murdering ICE goon directly in front of her car. Incontrovertably, just trying to leave. Deadly force to prevent that, is unwarranted.

This is the thing. If he feels like he's in danger, all he has to do is step out from in front of the car--but safety isn't his concern. What he wants is for the people in front of him to obey or die.
