The "factual background" begins with something irrelevant and erroneous. Dallas is not in Oregon, and the Dallas shooting wasn't connected to any ICE protest.
If that's enough for the President to federalize a different state's National Guard and deploy them elsewhere, then the power is limitless.

I think Trump would rather Congress never vote to reopen the government than let Adelrita Grijalva trigger the Epstein Files discharge. And I bet he doesn’t have a plan other than the Insurrection Act.
