The gas cylinder makers will obviously need to expand - who decides whether they should expand? Who provides the resources to expand the gas makers?

This seems very complex! I can lay out an ideal pretty well in the current set-up, I'd love to know yours.

In your ideal world, a city needs a new hospital. This will need construction, then a massive amount of consumables to keep running. Who decides where to get the gas cylinders for all the new equipment?

I'm thinking of it in my context where I receive profit-sharing but am not at all versed in business or philosophy. Who makes decisions on use of profit? When there is excess demand for a product who decides to fill that gap?
