That means:

It’s formally recognized as having exceptional national historical significance.

Any substantial changes, demolitions, or new construction affecting it are tightly restricted.

OK, so our "Secretary of War" currently has two big priorities: (1) murdering innocent fishermen in the Caribbean, and (2) endangering the lives of commuters in Southern California.
