I think Musk expected the salute to be broadly ambiguous in the way pepe the frog, 'it's okay to be white', the white-power-hand-symbol thing are - and it was for journalists at traditional media outlets (the easiest mark for this on the planet), but for normal people it's just veeryyy unambiguous
