Worst. PR. Ever. Chips Act arguably most economically significant legislation ever. Tell me one American that’s not an economist or DC Reporter that knows this!
i do sort of wonder how much the ability to get it through was dependent on the administration not being particularly bold in talking about it, a la the ACA being much more popular than obamacare (sincere wonder, i don’t have a fixed opinion)

Back when I was doing emerging markets, I started analysis with three fundamental questions.
1) Does leadership understand what good policy is?
2) Does leadership have the administrative competence/capacity to implement?
3) Are there political obstacles?
Apply these to the US today. Not pretty
