Always kind of irks me that Crystal Lake is bordered on one side with a pay to access park and the other side another pay to access golf course. It's always so pleasant at the Rhododendron garden.

See how P4A is in an impossible position? Spend too fast and you're wasting funds and irresponsible; spend too slow and you're bureaucratic and not creating enough slots to meet the need. It's a lose/lose and the State program isn't a replacement.
