Will they take any account of the cost of capital changes brought about by the increased volatility? Every report shows even a small increase in CoC wipes out any possible benefits.

Last year, NC received $25 million from the US Dept. of Transportation to build underpasses on Highway 64 - an announcement that was widely celebrated. Vehicle collisions are a leading threat to critically endangered Red Wolves, + underpasses are seen as a potential solution.
Less than 20 red wolves remain in the wild. We had a plan to save them.
Then Trump got in the way.
