"Bad state" can mean different things to different people. To some, it could mean that the area's been devastated by austerity and underinvestment. To others, it could mean that some black or brown people have moved into the neighbourhood.

I remember at my very first Labour branch meeting after moving to the Cotswolds, I suggested the council look at increasing council tax on 2nd homes, at which point a Labour councillor turned to me with doe eyes and woefully said “oh no, because some of us just inherited our parents’ houses”
