I want to add to this that circles also broadly exist as an extension of hobby based clubs in school in Japan in a way that also don’t really exist (at least in the states), probably for a lot of the same reasons chira says below.
the reason why friend groups don't coalesce into an art circles over here is because there's no 'middle' level culturally between indie hobby projects and full blown studio ambitions. As soon as you put a group identity under a name, it's often pursued as an industry business

Ever wonder what snow in the swamp would look like? This is 5 miles into the Louisiana swamps in the Atchafalaya basin... it's unreal... having lived down there for the first 28 years of my life, we never saw anything like this.
