I’m not sure I agree. Executive orders are “planning memos”. It’s when Congress, Agencies, Courts, parties, press, and people treat them as laws that they erode democracy.
The overuse of executive orders reflects a systemic erosion of democratic process. Unilateral decrees replace legislative debate and undermine the balance of powers at the heart of constitutional governance.
