I would say the answer to your questions is 2006, 2008, 2012, 2016, 2018, and 2020. But of course what constitutes "the base" has shifted in the course of 20 decades.

3-FINAL/ I don't think ACA subsidies have the votes in either chamber, but I suspect that Collins at least votes for them, a long with an odd red-state Senator or two.

2/ But as I've learned from the past decade of politics the base doesn't turn out unless you at least try to fight for the stuff they want. If Trump torched SNAP and ACA in a year people would be asking why Democrats didn't throw up whatever stopgaps they could, and the shutdown was one stopgap.
