State universities and public schools are government institutions. A government institution cannot punish an employee over free speech. And if they do, the taxpayers could end up paying millions for it.

This is Jesse Mack Butler from Oklahoma. Butler r*ped two teen girls over a period of 9 months, nearly killed them by strangulation, which was recorded on video. Butler was convicted of 11 counts of r*pe and sexual assault and was sentenced to 78 years in prison.
