The EC has just published a more detailed proposal regarding the ETS2 changes it intends to do h/t to @annahbrt.bsky.social. On the frontloading the proposal is just ridiculous with "up to €6bn expected to be frontload in years 2026-2027". Let me explain why:

Having the EPP ally with the far-right is, as Thu rightfully says, a culmination of already existing dynamics and should not come as a surprise. It was a matter of time. Now the Q° is, will this behaviour be limited to this Omnibus or is this the begining of full unraveling of the Green Deal?
Today, the conservatives (EPP) passed a major piece of EU legislation with the far-right groups in the EU Parliament, marking the breakdown of the cordon sanitaire. The EPP, under Weber, has decided to sacrifice long-term principles and stability for short-term political gains.

Among the many consequences that will need to be monitored regarding the ETS2 postponement:
- which legal vehicle/trick will the EC use (reopening the directive would be very dangerous)
- will the SCF keep its €65bn enveloppe (I would argue yes)
- many price scenarisation are now partly obsolete
Delaying ETS2 might be a pragmatic choice (elections in PL, FR and IT in 2027) but should be done under very strict conditions incl frontloading of revenues starting ASAP. In two weeks from now we will release our recommendations for a reform and timeframe on that matter so stay tuned!
🚨 BREAKING: EU countries have agreed to a weakened 2040 climate goal and have set a new target for COP30.

Talking about simplification today, U. von der Leyen says that "we all agree, we need simplification, we need deregulation". Have I missed something? Because last time I checked, part of the coalition supporting her majority was not on board with a deregulation policy that distort Letta's report.

This week, I'm back to work with a few comments regarding France's stance on the 2035/2040 target.
In short, Macron decided to make a high-risk, high-reward bet to obtain EU money to conduct the green transition. This behaviour is definetly not surprising and is in line with past actions. A short 🧵

Fatigue

Last year, the EU imported ~€15B of US LNG, roughly 50bcm. If we triple that volume, we reach 150bcm which is what we used to get from Russia before the invasion of Ukraine. Still, this represents only €45B, compared to the $250 we're talking about. In addition, companies buy the gas, not the EU.
🚨 Important detail: under the EU-US deal, the EU commits to spending $700 billion on American-made energy until the end of Trump's second term of office.

This means $250 billion per year, approximately.
